Spawner capture

I think that there should be a way to capture a spawner. I feel like you should be able to do a Silk touch 2 (netherite pick ax only) Silk touch 2 is the only enchantment you can have on it. It should cost a lot to enchant this. When you do mine a spawner, you only have a 33% chance of obtaining the item. This should also apply to end portal blocks. 

Another idea that my daughter said was a new ore, Rose Quartz in the end. She said it should be a pink emerald. You can use this to trade with a new wandering trader in the end. He should look like an endermen but the same size as a normal villager. He will teleport away if you don't interact with him for 30 seconds. You have to unlock 2 levels of trades before  he will unlock 1 hostile mod and one peaceful mob.
