Witches should attack baby turtles or just sometimes attack them (probably as rare as piglins attack hoglins) because they are so small, harmless and helpless that they are going to use it as a fertiliser to help brew their potions. This would never happen during raids. In addition, it will present more of a challenge to getting scutes.
