F1 shouldn't disable Tab player list or F3 debug menu.

Since MC-196470 has been resolved as working as intended, I think I should explain why F3 and Tab shouldn't be disabled by F1.

Your hotbar, scoreboard, bossbar and vignette are all disabled by F1. Those are also only disabled by using F1. That is not the case with F3 and Tab. You can disable those separately, so if a player likes to turn off every part of the hud, you can still do so even if F1 isn't disabling Tab and F3 as you can toggle them seperately. There are also instances where you would like to open the debug menu, or check how many players are online while turning off the rest of the hud. Currently you cannot do that. However debug is still being toggled on and off even with F1, you just cannot see it, making it feel very tedious when attempting to open debug while in F1 mode, but nothing appearing. It is apparent that there is no need for F1 to disable F3 and Tab (perhaps make F1 turn off the debug menu but you are still able to enable it while in F1). Changing how it works currently would benefit the game for some quantity of players by providing the ability to view F3 while in F1.
