Make the empty active hand able to move up and down again

First of all I don't know which topic I should take, so if I'm in the wrong topic, just report this post. So, I just noticed that when I take a look on my right arm without any item, the arm doesn't move up and down, which it supposed to be able to, so it will look like you are actually breathing. It's for the in game detail, you know. So my conclusion is, make it able to move up and down again.
