Let the effect be applied to the command in decimal units in BE

Make it possible to apply the effect to the command in decimal units. For example, 0.2 seconds, 1.5 seconds. If this is possible, bedrock eddtion's add-on developers will be able to create more variety of add-ons and do more with commands.

    Yes. It makes so many things so much harder to deal with not having this as an option.
