Special Enchantment Colour Changing Dye

There should be a special random coloured dye that could be found in chests, and using an anvil you can use this special type of dye to change the enchantment colour on any enchanted item to the dye's colour.

I think this feature should be added because we do need an option to change the enchantment colour in-game, especially for Netherite items, and this would do so in a balanced way. Also adding this feature would bring more value to loot chests for endgame players and would also add a new layer to cosmetics through wanting specific colour combos for your gear.

There could also be 2 other stages of this dye that either reduce or increase how often the enchantment glint appears, being selected through a new workbench..
