A command that controls attack speed

Maybe add a command that make you able to control attack speed

Like this (/gamerule attackspeed 1) that will make it that you have to wait 1 second between attacking

Or (/gamerule attackspeed 0) that makes it with no cool down just like 1.8 or older

and it can go from 0-3 attack speed

It will help a lot of pvp servers and a lot players in general 

it will allow pvp servers to run on versions that aren't 1.8 or older , that will allow them to use a lot of new blocks , Features , etc
