An increase to local mob cap

A local surface monster mob cap of 8 and local cave monster mob cap of 8 makes for a dull adventure on hard mode. Simply getting food, well timed sleep, and going to get diamonds almost guarantees a cake walk for an average player. I feel a general increase to the local monster mob cap even if it's varying with difficulty would add a new level of difficulty to the game that the challenge seeking players desire. Also now that devices with under 768MB of RAM are no longer being offered support, i think this is a more plausible idea moving into the future of bedrock edition.

    Please raise this minecraft it is very important to the gameplay of the game and would make farms 10000x better my enderman farm gets 8 endermen a second instead of the 100s on java I would very much appreciate your consideration of this fix even though you have better things to work on I just think that this and many other changes to make it more like java will be much appreciated again you probably have better things to work on but I feel having this in the near future would be legendary and gain much love for the game
