NewBlock Command

It'd be a data-pack based command. It'll remove the need to usurp existing blocks for your data pack's additions.

The block model might be defined with the command or it might be defined by a separate command

The blocks could be listed along the lines of [pack name]:[block(s)] within various data structures like the give command and world saves.

maybe this is already planned out if I were to take any clues from custom dimensions and biomes and the like.

  Actually, now that I think about it, this command could be part of a bigger command, like `block new` and `block edit` and so on.
