Overworld fossil should spawn in Badlands more frequently than other biomes

In real life, Badlands are home to some of the most fossil-rich rock formations in the entire world, such as the Badlands National Park in the Dakotas of the US. It would make sense for fossils to be able to spawn in Badlands biomes in-game more frequently and at shallower depths than in deserts and swamps since erosion of sedimentary rocks is one of the key features of Badlands in real life.
