Weapon-less (p)illagers should hold arms straight up, as if surrendering

So there was a situation in which vindicators would continue to hold an arm up even without a weapon equipped, resembling a certain historical figure. This has been fixed in the recent snapshot, as they now hold both arms up in front of them. It still looks quite off however, so I think it would be better if pillagers and illagers held both arms straight up above their heads, as though they are surrendering (or enjoying a roller coaster ride).
