New command

When you type /gamerule in the chat, a new option should be "entityrequirements", when you switch it to false, minecarts wouldn't need rails, mobs can spawn anywhere and armour stands can be placed on any block.

    if the mobs can spawn in everywhere they would fall from the sky of spawn in the void & theres no gonna be the mob cap, a anti-LAG protection
