So in a nutshell a bunch of mobs from the Nether would come out of a 23x23 block Nether Portal to try and take the Overworld. Now for the more complicated version. Every 50-100 Minecraft days a Nether King would rise in the Nether to take charge of a Nether Fortress. He would start work on building a 23x23 block Nether Portal to gain access to the Overworld, and once the portal is complete he oppoint a general to lead an army of hostile mobs from the Nether in an attempt to take control of the Overworld. If you killed the general the entire army would panic and try to make their way back into the Nether or surrender themselves. The Portal would always spawn near the player (or any one player if their are multiple people playing on a server). As a counter to the Nether Sieges you would be able to recruit npcs that would have the ability to equip armor and weapons. There would also be an option to disable these sieges in the settings. If Mojang added this it would make Minecraft more tactical and add more strategy which is why the option is there so in case people don't it they can disable it. You would also be able to go into that Nether Portal in an attempt to kill the Nether King upon entering the Portal a boss fight would start.
