I suggest to add room to Nether fortress (not for every fortress, it should be more rare then fortress itself) where wither statue is standing.
Wither statue is a T-shaped soulsand blocks (as you normally would build) standing close to the whall, but instead of wither skulls - three new chiseled nether bricks are placed on top. You just need to replace those bricks with normal wither skulls. Or chiseled bricks could be mounted inside the whall behind soulsand in projection of wither skulls.
Why I suggest this. You can play for years without having an idea that Nether dimension even exists. How do you know that it exists, that you need to build portal in order to get there, that it must be build of obsidian, that you must place obsidian in specific pattern, how to activate it? You know all that stuff because you saw it on Youtube or Wikki. Game itself did not provide you with any information.
Until 1.16. In Nether Update ruined portals will be generated in overworld. So you can understand now that you need to rebuild them. And this is great!
Game itself gives you a clue.
Same must be done for Wither summoning. Game should provide you with some sort of hint.
This is Indiana Jones style. You find this room, you see this weird structure made of soulsand blocks. Your imagination tells you that you must do something about it. You see three chiseled bricks with wither skulls logo on them. You can understand that you need to place actual wither skull on that spot!
And... Surprise!
