If you have any summons active when Final Shout activates, the artefacts are only used to move summons, the same as if the player manually used them while active. Wouldn't it make more sense to instead summon them at full health, given the purpose of the enchantment?
The current implementation can lead to egregious situations in which Final Shout activates, moves the summons, then they quickly die due to already having low health, leading to the normal 30 second cooldown time before being able to summon them again. If the summons had died just before Final Shout activated, they would instead have been immediately summoned, ignoring the cooldown.
