Drowned Spawning on a floor

Having Drowned spawn on most solid blocks with at least 1 Water Source Block with a light level of 6 or less would make building underwater bases more encouraging since Drowned keep swarming the players whilst building. Atleast it gives players more control on where the Drowned spawn.
