Make Unique items more powerful and interesting

Right now unique items are just very slightly better than other items and I think unique items should be buffed to feel rewarding, interesting and powerful.

One example is Whirlwind, it only has a level 1 shockwave enchant and that's it. Very disappointing for a unique item.

I would suggest unique items gain extra damage and attack speed, aswell as a very unique effect and if they have a enchantment on, it should always be level 3 and not level 1.

For Whirlwind I suggest:

+50% faster attack speed
Level 3 Swirling (instead of shockwave)

This would fit the name alot more and actually make the item unique. Then the item and other uniques can be made more rare depending on how powerful they are!
