I posted this on reddit first, as such this might look odd, but because of the character limit a lot had to be cut. (Originally ~7700 letters lol)
Feather is better in every way making Rod near pointless, and this would make for a really fun ranged alternative
Make Fishing Rod a ranged weapon instead of an Artifact.
Remove ability to stun and make it go through mobs, still picking up items.
Base range increased, range now increases based on Power Level.
Cooldown based on time to reel in.
Two "paths" for enchantments: Utility focusing on picking up consumables, and CC/DMG. As soon as a CC/DMG enchantment is leveled, mobs get hit again, Stun removed but added as enchantment, still pulls.
Utility Examples:
Increased Range but as a result also longer reel-in time depending on how far it went before hooking something.
Increased Reel-in speed.
Bigger Hook making it easier to hit things.
Chance to increase duration of hooked buff
Chance to apply an extra buff picked at random with reduced duration/effect.
Chance to Steal a consumable from a mob if hook goes through one on the way back (only checks first mob)
Magnetize, items constantly drift towards the hook, making it possible to still hook an item even you missed if the item is close enough, also causes any weapon to damage mobs it goes through a number of times based on weapon type. Slowest Weapon=1 Hit/Mob.
CC/DMG Examples:
Stun
Barbed Hook (Bleed on hooked)
Bouncing Ball (Bounce between mobs)
Gigantic Hook (% Chance)
