Made apparent not by the stat page, but by testing—the bonus perks on unique weapons are level I (1) rather than III (3). The only exceptions are perks that cannot be obtained as enchantments in the first place, on key examples such as the fighter's bindings or harp crossbow, which unsurprisingly are the best weapons in the game. It is as if measured against max level perks while balancing but implemented against min level perks regardless. It seems like an obvious fluke. Just make the perks level III. I would not mind a general difficulty increase alongside this, or even a one unique per-build limit to make regular gear valuable.
