I believe that skeleton horses currently, although cool, are massively underused. I think an interesting use for them is that while riding one all undead mobs (zombies, skeletons, drowned, strays, ect.) should not be hostile unless you attack them or get off of the horse. To not make them too overpowered however Skeleton horses would still not be able to breed or wear armour. Perhaps you could heal them by repairing them with other bones (much like iron golems being repaired with iron).
It would also be interesting to see an extremely rare withered variant in the nether, and this could have its own unique abilities too (perhaps allowing you to give the wither effect to mobs you attack while riding it).
on another note perhaps attacking mobs while riding any horse would give a knock back and damage boost. This would make horses useful for events such as raids, boss fights and other things to come in the future.
this would be a great change to an underused mob with great potential and would go well with the new fantasy creatures that are being suggested.
