Locked render distance - Game Rule

In Snapshot 20w17a you added the ability to set Game Rules from the world creation screen!

i think it would be cool if we could ''lock'' our render distance, ive always wanted to be forced to play on a very low render distance because i like the fog!

but at the same time, its so easy to cheat and just turn up the render distance when you need to.
