Piglin 'Chest Agro' fix

I understand this is intentional, but I don't think it's fitting that a Piglin 'Agro's' on you if they watch you place down a chest. I really like the idea of them 'Agro-ing' if you steal from them in any way, but if you're placing a chest for a home in the Nether, you might never be able to safely grab your items to interact with the Nether any futher.

    Maybe Bastion chests would be tagged with Guarded By Piglins, but player placed ones are fine? Also, droppers don't aggravate piglins, so if this doesn't get added, use them instead.
