Fair username changing for Java, captcha etc

When a username drops for the public, instead of giving the name to the first that snipes it, make the name go into a state where it is available to all within a certain time frame and then the username is randomly given to one person out of all people that go for it. 

This would prevent sniping services from charging people to get a desired name, and would would make it fair for other people to get a chance at getting the name. 

also add captcha to all forms of username selection, this includes when selecting username with gift codes and people who have unmigrated accounts (this is what sniping websites like to use).

OR (more likely?)

Usernames randomly drop after a certain amount of time after the 37 day period. 

once the 37 days is over the username can drop randomly within a 3 day period.
The random amount of extra time could be disclosed on the person that changed their username from the previous one.
this would make this make transferring usernames much safer.

+ there could be a drop username now option where the name is dropped instantly - This would make username transfers so so much better (like how twitter handles @s), this should be limited to a certain amount of times to prevent accounts swapping one name between two people.
