    I suggested something similar, and was told there were already topics about it.  It took until now for me to find this.

    My suggestion is that the portal be composed of composite blocks (bone, quartz, coal, iron, redstone, lapis lazuli, gold, emerald, diamond, or netherite).  Attached to the portal structure would be a new block called a keystone.  The keystone could be formed from ender pearls, netherite ingots, and diamonds to make it difficult to make.  The keystone is used as part of the portal frame (or maybe outside of it like the gold blocks on ruined nether portals?)  When a second portal of the same material is created, the portals connect to one another in a manner similar to nether portals (or perhaps only after special splash potion is used on it?).  This way each block type could create a different portal link.

    I would suggest that the interior portal dimensions range from 1x2 (door sized) to 21x21 (maximum nether portal size), and that each portal material creates a different color visual effect.

    To get even more portal connections, it could be that only portals with identical interior dimensions as well as construction material connect to one another.
