Underwater Windows Visibility

When building an underwater base in current Minecraft, many players are disappointed by the sight they see through their windows. It is mostly dark and only a few silhouettes can be made out. If I'm not mistaken this is because the game treats it the same as looking down through the surface of the water. Because underwater bases are so commonly built with glass as an integral part, I'm simply suggesting that looking through glass underwater appears the same as being in the water, if not more visible.
