[Java] Pause on focus loss should be in options

Pause on focus loss is not a "Debug" option, many games have this directly in their video settings as it is a user preference and NOT a debugging option. Put it in the settings menu, preferably in the Video Settings menu, rather than hiding it behind F3+P
