Skeletons and their attack speed

I play Minecraft Java so I don't really care for the Windows 10 version as its broken. But here is one way that you can improve the game, and you can start that by making the skeletons shoot slower rather than spamming that stuff 24/7. Like what is the point of a shield in Windows 10 Minecraft if you can't even use it to block arrows, which seems rather USEFUL in this version if the skeletons can spam the arrows so quickly for some odd reason.
