[Java] Update the 15 years old unicode version

Update the unicode version from version 4.1 to 13.0. Unicode version 4.1 is now 15 years old and needs an update to Unicode 1.13

    Hate to tell you this but Mojang said, while they were still owners of Minecraft, planned to stop updating the Java version of MC. (Also I don't think Mircosoft has plans for this either)

    cgtoad625 you're compleatly wrong with that! Java edition will not be stopped development of, they will update java edition for as long as they want and they say they won't stop for a loooong time
