Command executing on boat

Normally,players can use teleport command to change the position and movement of a boat,but when a player is riding on a boat,players can do nothing on changing the movement of the boat by command,not even modifying the nbt of the boat(changing Motion),this greatly limit the playability of boat(like changing the y position of the boat when player's riding on it),hoping for the fixing of this bug
