Gamerule Command for turnig of and on 2nd Hand

I thought about a Gamerule Command which allows you to turn of or on the second Playerhand. I think it would give the Communtity more options for new adventure maps and new gamemodes on community servers. You could make that if 2nd hand is disabled you can block with swords.
