Java currently allows you to use the execute command to perform actions across the three dimensions of the game world, allowing for things like teleporting yourself or another player between dimensions. There is a bug filed for this, but seeing as the command hints in the UI do not show the optional (in: dimension) as an available parameter, I suspect this is probably something that was just never implemented. (The bug has also been completely ignored with no responses from Mojang.)
