Transfer Between servers

I am making a mini game server using one box and multiple instances running on different port numbers I would use pocket mine but that dosent allow dropping my worlds in but on this I cant have function packs run /transferserver commands or /wsserver and it is making this nearly impossible I need this command or a plugin but neither are supported as far as I have been able to find

    This needs to be a vanilla feature!

    These commands were in the game at one point, but were removed. My guess is that they didn't want consoles to be able to access servers that aren't featured.
