Creeper with bad potions reappear in survival

A long time ago they added that the creepers if you threw a potion at death or exploded they released particles with that same potion ... the bad thing that no creeper is generated with one normally ... my idea is to make that with 5% appear one with bad potion that would add more difficulty to the game
