Improved Jigsaw Blocks

Jigsaw blocks have a lot of untapped potential. 20w16a made a massive step in improving them, allowing for multiple levels of jigsaw blocks to be activated at once. 

The best change to these blocks would be to allow them to use custom player structures. It's currently possible to make custom structures with them, but that involves editing the structure files for villages, bastions, and pillager outposts. Allowing players to use custom structures saved with the structure blocks would allow for players to make some AMAZING randomly generated creations
