Bastion remnants should have the wither boss

The wither or something else should waiting to be unleashed. The wither could be changed to a structure holding it in place with one or two heads missing from the cross. Maybe the wither skeletons could spawn there and piglins spawn in the nether fortress instead. The wither skeleton would make more sense in the Bastions or just make a new mob like the wither skeleton
