Enchanted / Holy Ground (Special Location)

A circle of light appears on the ground, in a 5x5 diameter, where within no monsters can spawn and all monsters burn. Placing an enchanting table within will allow the enchanting table to give treasure enchantments and increases the possibility of multiple enchantments. The circle will spawn very infrequently only on a flat grass 5x5 area in the overworld and only 1 time within a chunk. The circle will fade naturally unless the player splashes it with a Potion of Regeneration to lock it in place. Disturbing the ground or placing solid blocks above it will make the circle fade. Splashing it with a Potion of Harming will turn it into Cursed Ground wherein an enchanting table is very likely to curse your items and monsters will spawn regardless of light level. Again disturbing this ground or building above it will cause it to fade.

    Make it like a weather event more rare than thunderstorms and have certain build types cause it

    I think that it should not decay, rather you have a limited time inside it.

    Also, I think it should come with ruins and a chest with books and lapis.
