nether mob: withered hawk

add a mob for the soul sand valley that is the withered hawk, similar to the phantom but is neutral, and can be bred with wither roses which can now spawn in soul sand valleys. when bred they create nests on basalt pillars. the nest can be destroyed to get an ashen stick, which can be brewed into potions of decay. if their nest is destroyed with young in it, they fall and die dropping nothing. however, they also attack any mob (not the player who bred them, but other players) within 16 blocks of their nest. nice mob repellant option!
