Right now, mobs spawn by biome, but I think some mobs should spawn by block. For example, right now parrots have a chance of spawning in the jungle biome, but I think they should have a chance of spawning near jungle leaves, so if you had a jungle tree near your base, a parrot might spawn nearby. This makes sense because in real life, animals make their homes in appropriate territory. If there are no trees nearby, even if it was a jungle, the parrots wouldn't stay there. They would probably try and find a new place to call home. It's like how some people leave food or flowers in their backyard so that animals might come and visit. If this was added, you would be able to do that in your minecraft home. The chance of the mob spawning should probably be higher if its in its corresponding biome, since that is its original home. The only mobs that won't spawn like this are aquatic creatures, since they can't walk on land.
