Basically, if you kill a Wandering Trader or their llamas, they avoid spawning by that player for a number of in-game days.
I'm thinking a fixed number might work, being at least fifteen in-game days (five hours of gameplay).
It's not so important to have a gradual penalty system like with Villagers, as it's fairly difficult to accidentally kill a Wandering Trader due to them rarely being found in dire conditions.
It might not stop players from butchering them for leads in the long haul, but it somewhat manages it. It also paints the Wandering Trader as more of a survivor I think.
