Allow D-Pad for Mobile Boat Controls

Simple and easy; make an option in the Accessibility section to disable the boat controls on mobile and use the D-Pad instead. This would be for people who would like to tap jump to get out of the boat and also people who don't want to use wonky controls for something that doesn't need it.
