Nope, not just a new flower. A genuine mob you have to kill with your weapons.
With the new nether forests and all the new types of vegetation, it would be a missed opportunity not to introduce a hostile plant to Minecraft. Here is my concept.
The Blind flower is a weak mob that can be discovered in warp forests. It cannot move or teleport. It has a 7-8 tiles "follow" range and if you are in this range and make noise, it will notice you. Once it notices you, it will spit its acid at you with pinpoint precision, but it can lose its track of you. And if you get too close, you can't remain unnoticed. It would have medium hitpoints and medium damage.
When you kill it, it drops XP and sometimes a Blind petal. This is a potion ingredient for potions of blindness, which would be a new interesting tool for PvP fights. It might require a rework to the blindness effect in order to work, however.
So, Why?
A mob that naturally can't move would be very useful for map creators. Since it doesn't move, its "follow" range coincides with its attack range and NBT tags would be able to change it to even being melee-like. Aside from being an appropriate addition to nether forests, they would be a very unique mob that is fun to fight and my concept creates an opportunity to apply blindness to your PvP opponents.
But the bottom line is, the game really needs a plant-based mob that can't move.
