Currently on bedrock edition wither cages are really hard to make. You can't stop withers shooting blue skull. Basically all useful safe designs use bedrock, which is out of reach for most players. I propose that withers can't destroy obsidian at all anymore. This is already in the beta, although it's currently classified as a bug (MCPE-63223).
I propose that this bug is turned into a feature so that we have safe reliable wither cages, which brings parity with java - what the recent updates have been focusing on. This would break some obsidian farms, but obsidian will be easily farmable once the nether update is released as we can get it from piglins.
Wither cages provide a safe way to break blocks, which the technical community would appreciate.
An alternative would be to make netherrite blocks immune to the wither, making wither cages more expensive to make but still possible for technical players.
