Game downloads during Setup

Damn, folks --- downloading the game should happen during setup, not once somebody wants to start playing!!  wtf?!

  ... but it happens during setup right now? What do you mean? After all, that's the point of the launcher: to prepare the game so that it can launch. If the game were already prepared, the launcher would not be needed.
