When you are making your redstone suggestions, please note that Java and Bedrock will not have the exact same the same redstone systems - this would require redoing redstone system completely on one platform or the other. The two systems are functionally different and are going to stay that way. Please be sure to tag your suggestions with (Java) or (Bedrock).

An alternative to this concept is having arrows drop as an item upon despawning; if above a hopper, they will be picked up. It also may be worth questioning how arrows or tridents would interact with hopper minecarts.

This would require a change to the despawn duration and despawn behavior of collectible arrows and tridents.

To keep this from being overpowered, it needs to ONLY effect arrows and tridents the player could collect.

Allowing the collection of arrows shot by mobs, or tridents thrown by drowned would be overpowered and game breaking.

So many times i've created archery ranges and wished this was a thing. They can activate buttons to tell if the player hit the bullseye but then you must go and collect it or wait for it to despawn. I think i remember something mentioned about a target block in the future? Maybe when the fletchers table UI is implamented they can change the way player projectiles work to accomidate this idea.

A different idea but with a similar outcome:

How about a block attribute that, when an arrow hits the block, the arrow doesn't stick in but instead just turns into an entity and drops to the floor. That way, it could be picked up with a hopper as normal.
