[Bedrock] Put Minecon 2016 capes in the new cape feature for current owners of the skin pack

Any old skin packs (including the one above) that include capes should have the capes available in the new cape selector. Simple request.

    This would be great as it would add more variation in the Capes Section for those who own these skin packs!

    I agree it should be switched to the cape you're wearing or something when using a actual skin

    Great idea! I would love to see them on Java as well!
