I wish there was a custom difficulty setting that when enabled allows you to pick and choose what mods spawn in your world. This screen could work in a fashion similar to the seed selection screen. But instead of showing you world seeds, it instead would show you the mobs you have enabled to spawn in your world.
On this screen the mobs would be sorted between passive, neutral, and hostile. There you could pick and choose what mobs you spefically want in your world, if you don't want creepers you could simply disable them while if you want skeletons you could simply enable them. It would also be cool if you could cause certain mobs to appear more frequently than others, so if you wanted say extra chickens your world would spawn with extra chickens, at the same time if you still wanted creepers but didn't want them to appear in massive droves you could set them to have a very low spawn chance and therefore appear less often.
Mobs that have a buildings, or events associated with them would not be on this menu, so witches, villagers, pillagers, iron golems would not be affected by this as their commoninality is more directly tied to their world seed (at least it seems that way). And the same would go for Ravagers, the Wither and Ender Dragon as they are both tied to very specific events/items.
