Nether/SoulSand Valley Monument

The Soulsand Valley is at risk of being a pretty boring biome, so in 1.16 a new ocean monument-like structure should spawn in the Soulsand Valley. The possibilities for this structure are limitless and could be spooky, being made with bone blocks, new blocks, blue fire, etc. New mobs could spawn here too. Rare loot should be found in these structures along with possibly a rare chance of finding an almost-completed Wither in one of the rooms. This would be a great structure to add in the Nether update.
