(Java parity) coral waterlogged behaivor

In java coral is able to be placed on waterlogged blocks such as slabs without dying. Bringing this to bedrock would open doors for new creativity with things like lotus using pink coral and chicken nests using yellow coral.

    for some reason, this works with regular coral, but not the fan variant.
