Currently, Zombies, Husks and Drowned all use a 64x64 texture, but for the former two only the upper half of the texture file is used, as the model remains in the old Steve model. The Drowned does have the seperate limbs, but still does not allow for an outerlayer. Instead, it has an outlayer in a completely seperate file, which seems wasteful as all of it could fit into the empty space of the base texture file. (Although, in the case of the Drowned, this is for the purpose of its glow.)
I believe these should be updated to use the new(er) Steve skin format introduced in Java Edition 1.8, which would allow Resource Packs to add outerlayers to the mobs, as well as change up the limbs seperate from left to right, like we can do with skins.
