Looking at Endermen while wearing a mob head shouldn't aggro them

Looking at an Endermen while wearing a mob head (wither skeleton, dragon etc.) shouldn't aggravate them (or at least reduce the detection range), similar to wearing a carved pumpkin. This would be a nice alternative as pumpkins obscure most vision and aren't really worth the tradeoff, and heads aren't that easy to get.

    if a creeper looks an endermen in the eyes, he wont start attacking that creeper, so it should be the same if you wear a creeper head. (other mob heads too)

    I totally agree. It just makes sense, since they're basically the same thing, except with a reduced detection range of the mob that the head is from.

    Also, mob heads still allow you to look at Endermen's top half, right?
